There are many reasons why you may need to review another consultant’s report; from clearing up the complicated terms and findings, to second opinions, to ensuring it provides the protection you are looking for.
RSRA (Records Search and Risk Assessment):
Utilized for very low risk properties and financing amounts under $1M. This evaluation is a review of historical database records only; an environmental consultant does not visit the property. The lender is required to visit the property and complete an environmental questionnaire. Report findings are either “low risk”, or “elevated risk”. If “elevated risk” is concluded, a Phase I ESA must be completed for SBA Loans.
TSA (Transaction Screen Assessment):
A low form of environmental due diligence for low risk properties. This does not provide any liability protection and should only be used where the history of the site and area is absolutely known. This report is a review of historical database records and an environmental consultant makes a visit to the property and requests an owner or operator to complete and environmental questionnaire. Most reports take about 6 business days. The report is guided by ASTM 1528 Guidelines.
Phase I: Environmental Site Assessment:
This is the only form of environmental due diligence that provides liability protection for the owner of a property. Research is conducted through visiting the subject property and reviewing reasonably ascertainable records on the property and the surrounding area, including historical database records and government agencies records and interviewing current and previous owners and operators.
Our reports meet the requirements of ASTM 1527-13 and the AAI (All Appropriate Inquiry) Guidelines that provide CERCLA Liability protection for property owners and involved parties.
Reports take an average of 11 business days to complete. We understand that timing can be an issue. We'll be upfront about how quick a report can be completed. Some companies will promise they can get a report done quickly, but leave open the possibility of changing their recommendation later if additional information is found.
Phase II: Soil Testing:
If the possibility of contamination exists, the only way to confirm contamination is to sample the soil. This is the first type of due diligence where actual drilling and soil sampling takes place. The samples are then sent to a lab for analysis to determine if contamination exists and are above actionable levels. Cost can vary substantially for these reports. Items that effect the costs include the number of holes that need to be drilled, the location of those holes, the type of soil at the property, if the drilling is inside or outside of a building, the depth of the holes, the number of samples collect and analyzed and the type of contaminate being analyzed.
In order to provide a Phase II quote, a previous Phase I Report must be reviewed to determine the factors mentioned above. Typical quotes can take 48 hours, and most Phase II projects take approximately two weeks to complete.
If contamination is confirmed, the size, amount and specific location of the contamination should be found. Once the plume has been delineated, the parties involved can get a better understanding of the cost to clean up the contamination.
Soil Vapor Survey:
If contamination is suspected on a property, a Soil Vapor Survey would be prudent. When contamination breaks down, it can diffuse up through the soil and can effect human health of the occupants on the property. Soil Vapor Surveys are often paired with Phase II Soil Testing.
Underground Storage Tank Closure:
Oversight agencies such as a City Fire Departments issues permits in order for a property owner to operate Underground Storage Tanks (UST). When the owners no longer want to use UST(s), they must test and document the area around the UST(s) to make them eligible for regulatory site closure and get the same agency to provide a letter of “no further action” to show there are no issues of contamination related to the UST(s). We can put together a work-plan and work with the local agency to get the closure of the UST(s).
We test and document the environmental conditions with respect to residual material such as gasoline fuel hydrocarbons in both the tank backfill and upper portion of native soils beneath the former tank excavation. The objective of the work is to show that existing conditions are at or below oversight agency’s Minimum Action Levels and subsequently request a letter of “no further action” with respect to the former UST(s).

Closure Reports:
You may find there was once an environmental concern on your property, but it is unknown if it was resolved, and the oversight agency still considers the matter open. We can help get Closure with that oversight agency so it doesn’t affect the future use or sale of the property.
